Global Oil Shock: Dangote refinery dumps Naira, shifts fuel prices to Dollars

The renewed military conflict between the United States and Iran has sent shockwaves through the global oil market. With oil prices surging between 4% and 9%, energy traders are bracing for potential shipping bottlenecks in the Strait of Hormuz, a vital maritime corridor handling roughly 20% of the world’s petroleum. Heightening these worries, the U.S. has revoked temporary waivers on Iranian oil exports, dragging down global inventories and driving up speculative buying.
Amid this international turbulence, a major shift has hit Nigeria’s domestic fuel market.

The Dangote Petroleum Refinery has officially ended its naira-denominated payment structure for refined products, transitioning exclusively to a United States Dollar pricing model for petrol, diesel, and aviation fuel.

The policy change dismantles the naira-for-crude framework that had been in place since October 1, 2024. In an official notice sent to petroleum marketers and distributors, the refinery declared all previously issued naira-denominated Proforma Invoices (PFIs) and Deal Recaps void.

The notice from the refinery’s Group Commercial Operations explicitly stated:

“Following our email on the 9th of July, 2026, regarding the transition from Naira to United States Dollars, please note that all issued Naira Coastal and Gantry PFIs/Deal Recaps are now invalid, and no payments should be made against them. The applicable USD prices for each product, effective today, July 13, 2026, are provided below.”

Under the newly instituted framework, the refinery set the following baseline rates:
Petrol (PMS) via Gantry: $0.779 per litre
Diesel (AGO): $1.087 per litre
Aviation Fuel (ATK): $0.942 per litre
Coastal Petrol Supplies: $1,044.62 per metric tonne
The refinery clarified that one specific product line remains unaffected by the currency shift:

“Also note that this transition to USD does not apply to LPG transactions,”

Sources close to the development reveal that the decision was driven by a severe currency mismatch.

While the refinery had been selling its finished fuels locally in naira to support the federal government’s domestic supply initiative, it has had to purchase a significant portion of its crude feedstock from the Nigerian National Petroleum Company Limited (NNPCL) in U.S. dollars.
An industry source explained the commercial imbalance:

“Dangote refinery is receiving fewer naira-denominated crude cargoes from NNPCL compared with dollar-denominated cargoes, while a larger volume of its petroleum products has been sold in naira. The resulting currency mismatch, combined with volatility in international crude oil prices and continued exchange-rate uncertainty, made it necessary to migrate product sales to dollars.”

This shift exposes the ongoing foreign exchange strain within Nigeria’s downstream energy sector and raises serious questions about the long-term viability of the government’s naira-for-crude program.

The transition to a dollar benchmark directly affects local petroleum marketers who buy bulk fuel from the refinery.

While Dangote is now the primary domestic supplier of refined fuels, local distributors must navigate foreign exchange volatility to secure products.

Industry observers note that while the dollar will act as the baseline reference, the ultimate price Nigerians pay at the pump will be highly vulnerable to several moving parts:

Fluctuations in the naira-to-dollar exchange rate

Domestic transportation and maritime logistics fees

Distribution margins and regulatory costs
As global crude markets continue to swing due to the Middle East hostilities, domestic consumers can expect continued volatility at local filling stations.
