President Bola Tinubu has ordered a “comprehensive” forensic audit of Federal Government systems following reports of ghost workers and “fake agencies,” presidential spokesman Bayo Onanuga said in a statement on Friday.
The audit will cover the Integrated Personnel and Payroll Information System (IPPIS) and its interfaces with GIFMIS, Remita, the Treasury Single Account and Sub-TSA, to trace how fictitious or ineligible persons were enrolled and determine whether fraud stemmed from system defects, process failures or deliberate circumvention. Finance Minister Taiwo Oyedele will oversee the exercise.
The directive follows an August 19 Federal Executive Council resolution responding to ICPC findings on fake agencies and payroll fraud. A second component will inventory all federal agencies, departments and parastatals, and verify their legal basis for accessing government resources and budgets.
Onanuga said the audit team will have full access to government systems and records, and will work with the ICPC to complement ongoing investigations and prosecutions. Tinubu wants the exercise to close systemic loopholes and reinforce accountability across government, he added.
