The United States is expected to release $12 billion in frozen Iranian assets before the commencement of formal nuclear negotiations, according to a 14-point memorandum of understanding cited by Iran’s state-affiliated Mehr news agency on Monday.

The document outlines the release of $24 billion in total frozen assets across a 60-day negotiation period following the conclusion of the memorandum.

Half of that sum, the text specifies, must be made available to Tehran before talks officially begin. The memorandum has not been officially confirmed by either government
